In a milestone for Canada’s growing role in the Indo-Pacific, the Royal Canadian Navy’s HMCS Charlottetown is heading to the Philippines to take part in Exercise BALIKATAN — the country’s first-ever active participation in the annual U.S.-led joint military drill.

The Canadian Armed Forces (CAF) announced on April 17, 2026, that Canadian personnel and assets will train “shoulder-to-shoulder” with American and Filipino forces from April 20 to May 8, 2026. Previously limited to observer status, this year marks a significant step forward in Canada’s Indo-Pacific strategy under Operation HORIZON, aimed at strengthening partnerships, enhancing interoperability, and promoting regional peace and stability.

At the heart of the Canadian naval presence is HMCS Charlottetown, a Halifax-class frigate crewed by approximately 240 Royal Canadian Navy sailors and Royal Canadian Air Force aviators. The ship will operate alongside its embarked CH-148 Cyclone maritime helicopter, providing critical maritime capabilities during the exercise. As a versatile multi-role warship, Charlottetown is expected to contribute to key training scenarios including maritime strike operations, coastal defence, and multinational coordination — areas where the frigate’s sensors, weapons systems, and helicopter detachment excel.

Canada’s involvement goes well beyond the navy. The CAF contingent also includes soldiers from 3rd Battalion, Princess Patricia’s Canadian Light Infantry (3 PPCLI), based in Edmonton, Alberta, specialists from CAF Cyber Command, medical teams from the Canadian Forces Health Services Group, security and policing support from the Canadian Forces Military Police Group, and high-readiness operators from the Canadian Special Operations Forces Command.

Together, these units will train in air and missile defence, logistics and sustainment, medical support, and joint operations — building the kind of seamless teamwork the exercise’s Tagalog name “Balikatan” (shoulder-to-shoulder) embodies.

Exercise BALIKATAN is one of the largest multinational military drills in the region, designed to improve combined military capabilities and reinforce shared commitments to security and stability. For Canada, active participation signals a deeper engagement in the Indo-Pacific, where freedom of navigation, regional partnerships, and collective defence are increasingly vital.
