"This Officer has served as Director of Signal Division, Naval Service Headquarters, Ottawa, since February 1942, and has devoted himself wholeheartedly and entirely at all times to the interests of the Naval Service. He was largely responsible for the development of a thoroughly up-to-date system of Naval communication, both ashore and afloat."
