His conduct was marked by coolness and courage of a high order."

"Chief Stoker Williams has served in the Royal Canadian Navy for seventeen years. During the war, he has spent considerable time at sea, both in the Battle of the Atlantic and in the Pacific theatre in operations in HMCS Uganda. He has at all times given faithful and outstanding service to a marked degree."
