"Surgeon Commander Ruttan has been the Senior Canadian Medical Officer in the United Kingdom since the fall of 1941, in addition to which, since December 1941, he has been Medical Officer in charge of HMCS Niobe. Throughout his service, he has set and maintained a very high standard of efficiency, and has made a notable contribution not only to the comfort and welfare of Canadian Naval Personnel, but also to the cordial relationship which exists between the Canadian and various other medical services in the United Kingdom."
