"Matron Rutledge has held various appointments since joining the Nursing Service of the Royal Canadian Navy, and latterly has been Assistant Matron of the Royal Canadian Naval Hospital in Halifax. Here she has demonstrated a high degree of loyalty and devotion to duty in her administrative capacity, and has proven herself to be an outstanding member of her profession. Her cheerfulness and high moral character have been an example to her staff to whom she has displayed an understanding and sympathetic attitude."
