"This Officer has served at Naval Service Headquarters since January 1934, first as Assistant Engineer-in-Chief, and since October 1942, as Director of Ship Repairs and Maintenance. He has always displayed the utmost zeal and devotion to duty and has always given unsparingly of his energy in an effort to meet the rapidly expanding needs of the Engineering Branch of the Royal Canadian Navy."
