"This Officer has been as sea continuously during the present war and has been in command of His Majesty's Canadian ships for a considerable time. Lieutenant Kenney, while in command of HMCS Goderich, showed commendable persistence in searching for a disabled merchant ship under extremely bad weather conditions and a high standard of seamanship in rescuing survivors."
