"Lent by the Royal Navy to the Royal Canadian Navy shortly before the outbreak of war, this Officer took a large and active part in the planning necessary to place the Royal Canadian Navy on a war time basis. Assuming the appointment of Director of Trade and Intelligence Division, this Officer's experience, ability, concept and vision were such that the plans and organization that he originated in 1939 have not basically been changed during the subsequent period of unprecedented expansion. Besides having given a continuity of high service at Naval Service Headquarters, equalled by few, he has played a great part in fomenting and cementing the high friendship that exists between Officers of the Royal Navy and the Royal Canadian Navy."
