"For gallantry, bravery and enterprise in rescuing survivors of HMCS Esquimalt. Bernard's zeal and cheerful devotion to duty in rescuing the survivors of HMCS Esquimalt were of the highest order and an inspiration to all. This rating took charge of the artificial respiration given to these men who were dying, thereby saving at least two lives."
