"On the occasion of the explosion at the Naval Magazine, Bedford, Halifax, last July, Surgeon Lieutenant-Commander Prowse made his way into the burning area in order to bring out an Officer and an injured Rating. He became trapped in the area due to the spreading of the fire. This Officer displayed great courage in treating the injuring Rating and in getting him to a place of comparative safety until he could be rescued."
