"This Officer, the senior warrant officer of the Ordnance Branch of the Royal Canadian Navy, has at all times carried out his duties with great zeal, loyalty and cheerfulness. He has, by his initiative and whole hearted devotion to duty, been largely responsible for the building up of the Naval Ordnance Branch to that state of efficiency which now exists."
