"This Officer has served in the Engineering Branch of the Royal Canadian Navy since 1912. Since the outbreak of hostilities he has served as Chief Engineer of one of H.M.C. Dockyards and subsequently as Chief of Naval Engineering and Construction of the Royal Canadian Navy, the position he now holds. The services rendered to the Royal Canadian Navy by this Officer have been of inestimate value."

"Admiral Stephens joined the Royal Canadian Navy in 1912, and has, throughout his career served with notable success. Since February 1941, he has held the appointment of Chief of Naval Engineering and Construction. In that time, the Canadian Navy has seen great expansion and the building of its hundreds of ships has been, in no small measure, due to the foresight, perseverance and ability of this Officer who has devoted himself unsparingly to this task."
