"Lieutenant-Commander Sweeney joined the Canadian Naval Service in September 1939, and has served diligently both as a rating and an officer since that time. As D.E.M.S. Officer in Vancouver, he has shown outstanding zeal and energy. Under his direction, the many and varied problems of the personnel serving in Defensively Equipped Merchant Ships at this busy port have been handled smoothly and efficiently, and the maintaining of the Merchant Marine life line aided materially."
