"This Officer is one of four Signal Officers, who together with 23 Communications ratings, maintained the Coding and Cypher Offices at the Canadian Naval Mission Overseas. These offices were in a particularly vulnerable spot and in full operation twenty-four hours a day throughout the entire period of the flying bomb attacks on London, during the summer of 1944. During these times of stress, Lieutenant Spencer, by her tireless devotion to duty, her initiative, tact and cheerfulness, exhibited outstanding qualities of courage and leadership which inspired all who worked with her."
