"This Officer, who entered the Royal Canadian Naval Volunteer Reserve in September 1939, has made an outstanding contribution to the Torpedo Branch of the Canadian Naval Service, both ashore and afloat. He has seen considerable service at sea and while serving in HMCS Uganda with the British Pacific Fleet, he showed exceptional zeal, cheerfulness and leadership."
