"An outstanding Officer of great ability, Rear-Admiral Reid has served, since the outbreak of hostilities, as Commanding Officer of the Atlantic Coast, Vice-Chief of the Naval Staff and Flag Officer Commanding Newfoundland. His contribution to the war effort, particularly in regard to the vast expansion of the eastern naval ports, as well as that of the Royal Canadian Navy as a whole, is deserving of the highest recognition."
