"For outstanding cheerfulness and devotion to duty, whilst serving as an Officer in His Majesty's Canadian Corvettes on escort duty in the North Atlantic since September, 1940; Lieutenant O'Brien has at all times displayed the highest degree of initiative, energy and resourcefulness in encounters with the enemy. When promoted to command (HMCS Snowberry), his superior qualities of leadership, tact, and unfailing good humour resulted in his having one of the happiest and most efficient ships in the Newfoundland Command."
