"Chief Stoker McNeil has served in HMCS Kootenay for over two years, during which time he has shown outstanding devotion to duty and leadership. In convoy duty on the North Atlantic and in Channel operations from 'D-Day' onwards, he has inspired his shipmates with his constant zeal and levelheadedness. His influence upon the ship's company was great, and helped to elevate morale during monotonous depressing patrols."
