"This Officer has carried out the difficult and varied duties of Staff Officer Shore Patrols in the Newfoundland Command for three years in a most efficient manner. During this period of great expansion, he has maintained discipline ashore at a very high level, in spite of the many difficulties occasioned by the blackout and the presence of large numbers of servicemen of other services and nationalities. He has made a great contribution to the foundation and maintenance of the very cordial relations which exist between the Service and the Newfoundland authorities."
