"This Officer has served continuously in the Naval Service from 1915 to the present time, having transferred from the Royal Navy to the Royal Canadian Navy in 1943. Since his transfer to the Royal Canadian Navy, he has served as an instructor in physical training and later as Assistant Training Officer in the Shore Patrol School. His loyalty, enthusiasm and devotion to duty have contributed in no small measure to the success of this school and his zeal and ability have been an inspiration to all with who he has come in contact."
