"This rating was in charge of the Naval Fire Brigade at the time of the Magazine Explosion in Halifax last July (1945). On receipt of the alarm, he immediately put his equipment into action and attempted to halt the conflagration. He remained on duty continuously for three days. This rating displayed outstanding bravery in leading his men and putting the fire-fighting apparatus to the best use. His courage and coolness were an inspiration to the men in his department."
