"For outstanding service to the Royal Canadian Navy in the organization and development of recruiting and training. Since the commencement of hostilities, Captain Earl has made an invaluable contribution to the Naval Divisions across the Dominion, in his capacity as Deputy Commanding Officer, Reserve Divisions and, as Chief Staff Officer, Reserves. He has sacrificed his own personal affairs, given unstintingly of his time, and worked tirelessly in his various administrative appointments, and continues to render service of a high calibre in his present appointment as Chief of Naval Personnel."
