"This Officer, who is now on pension leave after more than 35 years service in the Royal Canadian Navy, was at Naval Service Headquarters at the commencement of hostilities in the capacity of Director of Naval Engineering and Engineer in Chief. For the past five years, he has been Chief Engineer, and Supervising Naval Engineer, Pacific Coast. His technical and administrative ability have been invaluable in coping with many complex problems in the Command during these critical years. He has worked tirelessly for the good of the service and throughout his long career has upheld its highest traditions in every way."
