"Lieutenant Brewer has been a valuable member of the Royal Canadian Navy for over twenty-five years and throughout the whole of his career he has shown qualities of devotion to duty, outstanding zeal and efficiency. For five years during the period of hostilities this Officer directed the movements of Engine room ratings, and due to his exercising great skill and energy, sea-going ships were supplied with Engine room personnel. These fine qualities are in keeping with the high traditions of the Canadian Naval Service."
