“This rating has been in charge of an isolated Naval Station on the Atlantic Seaboard since its opening in September, 1942. He has shown outstanding qualities of initiative and leadership in building and maintaining the morale of the personnel of his station, which is out of reach of all normal types of entertainment to be found ashore. He has always received the fullest co-operation of other ratings working with him, both on and off duty. His sense of responsibility is very well developed. He has under his charge many thousands of dollars worth of special important equipment, the operation of which has been playing an important part in the war of the Atlantic.”
