The significance of this design is that the cougar or mountain lion is shown in the pose which it would take before a fight. The allusion of this badge being that all and sundry had best take care not to enrage lest they suffer the consequences of a bad mauling.
Cougar was originally the American yacht Breezin' Thru, commissioned into the RCN in September 1940. She wore pennant Z15 until she was paid off in November 1945.
